A 18 YR WOMAN DEATH(LEVEL CROSSING) IN SOUTH WEST LONDON TODAY

STAFF REPORTER,W.L(ES/WT):::: A teenager is dead after being found on fire in the street in south-west London. Police, medics and firefighters were called at 1.10am to reports of a burning woman on the level crossing near a Tesco branch at West Barnes Lane in New Malden. They managed to extinguish the fire but the woman, believed to be around 18 years old, was pronounced dead at the scene. A spokeswoman for the London Fire Brigade said the woman had suffered burns on every part of her body. Nearby Burlington Road and neighbouring streets were sealed off by police and remained closed at midday. Officers believe they know the identity of the deceased and have informed next of kin but no formal identification has taken place. Her death is being treated as unexplained pending an investigation by officers from Merton Borough and the London Fire Brigade. Scotland Yard said it believed the fire started in a nearby house in Linkway. Scotland Yard confirmed tonight that the 18-year-old woman had a young son, who was being looked after by relatives when she died and remains in their care. Police are seeking three people who rushed to her aid and tried to put out the flames. A spokesman said the death appeared "non-suspicious" but appealed for any witnesses. Layla Hamid, 20, a student who lives opposite the house, told the Daily Mail: "I heard initially what I thought was a fox making a noise or an animal in pain. "I heard four separate screams - the first one right outside the house and then more screams in the road and then behind me on the level crossing. "Now that I know what it was, I feel chilled to the bone. She must have been in so much pain." Witnesses or anyone with information about the incident should call 101.

David cameron announce officially opens IDEALondon centre in Tech City

university reporter,London(UCL/WT)::: British honorable prime minister David Cameron announce new center for tech city in UCL. Speaking at the centre – the first of its kind in Tech City which aims to nurture and grow both new and existing early-stage start-ups in the area – the Prime Minister outlined how the strengths of the respective partners would accelerate growth in Tech City which, in turn, would benefit the country.  The partnership behind the centre – the Innovation and Digital Enterprise Alliance (IDEA) – is a collaboration between Cisco, DC Thomson and UCL and will support the growth of rapidly expanding digital, tech and media start-ups in and around Tech City in London’s Shoreditch. IDEALondon provides bespoke support, tailored to individual start-ups, with mentoring and a strategic acceleration programme.  It will initially house around fifteen companies and around one hundred entrepreneurs and staff. Those housed in the facility have been chosen by the partners through different routes: Cisco through its British Innovation Gateway programme (BIG) has granted space to the most promising digital and tech start-ups it has discovered and UCL Advances – UCL’s centre for entrepreneurship and business interaction – will select the best and brightest of UCL's digital entrepreneurs for intensive support to enhance their growth. Leading media organisation DC Thomson will focus on supporting start-ups working in digital content creation, advertising technologies, ecommerce, educational technologies and analytics.  The company has recently welcomed its first two start-ups at IDEALondon and will provide mentorship and guidance on commercialising and scaling business propositions.   As well as providing space for start-ups, IDEALondon will host UCL researchers working at the forefront of digital innovation to develop new products and services to take to market.  The centre is much more than a workspace; it provides dedicated business expertise, access to a structured programme of support and collaboration on technology challenges. In addition, IDEALondon will host the UCL DECIDE project, in collaboration with UCL, DC Thomson and the BBC in what is intended to be the world’s largest ‘living lab’ for digital and media projects. It will see the university utilise its staff and student body of 30,000 as a closed community for testing and evaluating digital products in pre-commercial development. IDEA London is open to any start-up that feels they could benefit from working closely with Cisco, DC Thomson and UCL. All the start-ups that are accepted into IDEALondon will be championed by one of the partner organisations. The company is to be run by 30-year industry veteran Inga Beale from January. Currently the chief executive of Canopius, a Lloyd's managing agent thought to be the subject of a takeover bid, Beale will replace Richard Ward who surprised the industry by resigning in the summer. "Lloyd's is already an international leader, but this unique market has an extraordinary opportunity to increase its footprint and to cement its position as the global hub for specialist insurance and reinsurance. I'm looking forward to working with the Lloyd's team and the wider market to deliver a strategy for profitable and sustainable growth alongside Lloyd's robust market oversight," said Beale. The world's largest insurance market insures anything from footballers' legs to singers' voices – Bruce Springsteen once insured his for £3.5m – as well as providing cover against natural disasters such as storms and floods. Based in an eye-catching building in London's Lime Street – designed by Richard Rogers with the lifts are on the outside – Lloyds is actually a group of about 80 competing insurance syndicates that traces its origins back to a 17th-century London coffee house where merchants insured ships. Lynne Spalding Found Dead in a San Francisco hospital 17 days after she vanished.

Crime Reporter/ sky/wp:::A British patient who disappeared from her room at San Francisco's main public hospital more than two weeks ago has been found dead in a stairwell at the building.Lynne Spalding, 57, was admitted to San Francisco General Hospital for a urinary tract infection on September 19. The mother-of-two was reported missing from her room there two days later.Ms Spalding's relatives and friends spent days scouring the streets of San Francisco with flyers and set up a Facebook page to help find her. But a member of the hospital's engineering staff found Ms Spalding's body on Tuesday - 17 days after she vanished - while conducting a routine check. Authorities are continuing to investigate how the marketing and tourism executive, who was originally from Peterlee, County Durham, got there and what caused her death. The hospital's chief medical officer Todd May said: "What happened at our hospital is horrible. "We are here to take care of patients, to heal them, to keep them safe. This has shaken us to our core. Our staff is devastated." Nurses were checking on her every 15 minutes, and she disappeared in the brief time between those visits, Mr May said. The last time she was seen - about 10.15am on September 21 - she was in a "fair condition", the hospital said. But friends said Ms Spalding was very thin, frail and on medication that could have made her confused when she disappeared. The San Francisco Sheriff's Department provides security at the hospital. Assistant Sheriff Paul Miyamoto said it was not yet known how long Ms Spalding had been in the exterior stairwell. The rarely used stairwell is a fire exit that has an alarm on it, is locked from the outside and exits onto hospital grounds. "All of us are committed to learning what happened and ensuring it never happens again," Mr Miyamoto said. David Perry, who is acting as a spokesman for Ms Spalding's family, has told Sky News that relatives and friends are "horrified, dismayed and frustrated". "For 17 days Lynne's body was there unfound in the very hospital where she'd gone for treatment," he said. Mr Perry said officials have a lot of explaining to do as to why Ms Spalding "died alone, in the stairwell, at one of the finest medical institutions" in the US. "There are a number of questions for San Francisco General Hospital and the San Francisco Sheriff's Department," "The San Francisco Sheriff's Department oversees searches and security at the hospital, and we were assured that a search had been done. "If they searched for her 17 days ago, it wasn't a very good search because her dead body was discovered there." But Mr Perry praised the work carried out by the San Francisco Police Department, which was responsible for searching outside the hospital. Ms Spalding had lived in the city for more than two decades and had two grown-up children, a 19-year-old son and 23-year-old daughter, who both live in the US. Mr Perry said Ms Spalding's children are "stunned". He added: "She had dozens of friends. She was well known and well liked. She was a consummate professional." The Sheriff's Department is conducting an internal investigation of its security measures at the hospital. The Foreign Office said it was providing consular assistance to Ms Spalding's family.

Royal Correspondent,London(wp/wt/g):::: A former Tory minister has defended Prince Charles's right to have secret meetings with members of the government, arguing he offers more "practical help" than those trying to stop him meddling. Tim Loughton, a Sussex MP, said it would be a "nonsense" to stop the heir to the throne talking to ministers as he had always come across as "well-briefed and knowledgeable" in their meetings. Speaking to the Guardian, he said it was a "grotesque caricature" to present Charles as lobbying the government when it was important for him to be prepared for his future role as king. Loughton spoke out after it emerged that Charles had held 36 meetings with ministers since the government took power in May 2010. The prince has met David Cameron seven times, local government ministers four times and energy ministers six times. Neither Whitehall nor Clarence House would elaborate on what was discussed at the private meetings, even though those departments oversee planning and the environment – two topics on which the prince has campaigned. Critics have raised concerns about the lack of transparency surrounding the meetings, but Loughton said all the "sniping" showed the royal family cannot win because they are seen as out of touch when they do not engage in society. "The thing about him trying to influence policy is completely wrong," he said. " I found him hugely beneficial to me, well-briefed and knowledgeable, with real life experience. "He was really interested to hear what's going on and make sure I was up to speed with the work of the Prince's Trust. Lobbying is a grotesque caricature of what those meetings were all about. If you look at the sort of people he's meeting it's in areas of his interest and hands-on experience." Loughton's intervention comes as MPs prepare to examine Charles's controversial role in helping to shape government legislation. The House of Commons political and constitutional reform committee will next month examine the prince's little-known royal veto over any new laws that affect his private interests. The move follows a Guardian investigation in 2011 into the secretive constitutional loophole that revealed how ministers have been forced to seek permission from the prince to pass at least a dozen government bills. The committee, chaired by Graham Allen, a Labour MP, will ask whether there is a risk that the requirement of royal consent, which is also granted by the Queen depending on the nature of the law being passed, "could be seen as politicising the monarchy". The royal veto is seen by some constitutional experts as a nuclear deterrent – a red button that is unlikely to be pressed but that may focus ministers' minds when Charles and other members of the royal family discuss policy matters with them. Later this year, the court of appeal will hear the latest stage of an eight-year battle by the Guardian to get the government to reveal a set of 27 letters written by the prince to ministers in seven departments over a nine-month period.

What could have been perceived as the BBC’s attempt to dumb down the Proms by letting in the pop people was actually as daring as anything in this long Albert Hall season. Presented by Radio 3’s Tom Service, labouring the point that music is music whether on guitar or glockenspiel, and 6 Music’s Steve Lamacq, who cheerfully admitted that he had no idea about the classical world, the line-up was an education for all. Old punk fans learned that when The Stranglers are joined by the London Sinfonietta in an attempt to bring out their subtleties, they sound disappointingly quiet. The rock iconoclasts may also have been shocked by the boldness of Edgard Varese’s Ionisation from 1931 – 13 percussionists hammering out awkward rhythms with only an air raid siren for melody. Luciano Berio’s O King was equally startling, mezzo-soprano Anna Stephany’s voice weaving abstractly amongst the most delicate touches of piano and strings. Singer and 6 Music presenter Cerys Matthews lightened the studious mood with a collection of fiddle-heavy folk songs favoured by King Henry V, something in Welsh and a singalong interpretation of Blueberry Hill. It was Laura Marling, though, who showed what could be achieved when the flanks of accompanists were left in the shadows, allowing an acoustic guitar and an extraordinary voice to shine out. The final orchestral swell during her last song, Breathe, was lovely but almost unnecessary. With songs this good, the worlds of pop and classical can do perfectly well without each other.

£1m fracking promised money should give

Diplomatic correspondent(wp/t)::: Prime Minister told an audience in Lancashire, where fracking is due to resume next year: "We are looking at trying to have a very simple system where every time a well is dug, immediately £1m goes to the local community. "And not just to the local council but actually to local people, so people can see a cash benefit in their local village, in their local town and even, potentially, in their local pocket as well." In fact, ministers in June backed a proposal from the shale gas industry to offer local communities £100,000 in an upfront payment for each exploration or appraisal well site where fracking takes place. Downing Street sources confirmed the Prime Minister had slipped up and the correct figure was £100,000. Fracking, which involves pumping water, sand and chemicals into the ground to extract gas trapped in the rocks, has faced fierce local opposition. Protestors have attempted to block fracking firm Cuadrilla from drilling for oil at Balcombe in Sussex Prime Minister said the government was working to dispel “myths” over fracking and pledged: “Nothing is going to happen in this country unless it’s environmentally safe. “There is no question of having earthquakes and fire coming out of taps,” he said. “There will be very clear environmental procedures and certificates you will have to get before you can frack." Mr Cameron said he did not want Britain to miss out on "cheaper energy" and wanted to emulate the shale gas boom in the US. He said that the promised community benefits - labelled 'bribes' by their critics - were key to winning over local communities. “I think if people can see a direct benefit from fracking and from shale gas they will be more willing to really look at the arguments about, ‘what will this mean for my community if it goes ahead’. I think in that way we can see wells dug and we can see the benefits of shale gas here in the country," he said. As well as the upfront payment when a well is drilled, Mr Cameron said that "if that well is successful, even more money should be ploughed back into the local community". This matched proposals by shale gas explorers who have promised they will also provide 1pc of the revenues if drilling succeeds and production begins, with this money split between the local community and the county. country Onshore Operators Group estimates this could be worth between £5m and £10m per production site over a period of 25-years. travel reporter(wp/g)::: On a weekend when music-lovers' attentions were turned towards a Somerset farm, London's latest outdoor music venue opened for business. It is way out east, not in a fashionable hipster corner, but in the Lea Valley hinterland. Accessed via a shopping centre and a long, dreary walk from Stratford station, it is nowhere near the glittering, 80,000-capacity stadium that is the pride of the area. Instead, it sits on an eerie expanse of flat concrete, partially covered in AstroTurf, not luscious green grass. "Olympic Park?" railed critics after this weekend's Hard Rock Calling festival. "Olympic Car Park, more like." After going to last summer's glorious sporting celebrations in Stratford, it's fair to say that my first impressions of the Olympic Park reborn weren't particularly soul-stirring either. I attended the second day of the Hard Rock Calling festival, to see Bruce Springsteen and the E Street Band, on a patch where the basketball arena used to be. The walk in was long, and the walk out was even longer; even if we were born to run, we were forced, annoyingly, to trudge our ways in and out. But – here's the rub – I had a fantastic time. This was an experience helped in part by the glorious weather, and the shock of hearing the Born in the USA album performed, in order, under scorching blue skies. But the Queen Elizabeth Olympic Park experience also offered other, better boons. First of all, the music was pleasingly loud, an advantage of the site – for the moment at least – being in the middle of nowhere, or as near as you can get to the middle of nowhere in London. Last year, Hard Rock Calling was in the much more central location of Hyde Park, where the sound was damped, and justifiably criticised; I was there, too. Listening to the Boss from halfway back in that crowd was like hearing great rock'n'roll through a tiny iPod earbud. At the Olympic Park, the sound is appropriately athletic. Not being in a green, grassy idyll also offers advantages. There are few dips in the ground, making sightlines to the main stage excellent from all angles (although the live screens at the sides were uselessly tiny). There's little chance of mud, too, which will please the organisers of Wireless, who come here in a few weeks (last year, their Hyde Park weekend was a boggy disaster, and conditions caused the cancellation of another show a few days later). What's more – least rock'n'roll review comment ever forthcoming – AstroTurf is quite easy on the arse, as I discovered having a post-Black Crowes loaf. The queues for toilets were fine, too, and it didn't take long to get a drink; I even loved the Mad Max vibes coming off the Olympic Village flats to the right of the main stage, an oddly fitting backdrop for Springsteen's sad, urban narratives. How Mumford & Sons will fare in this setting this weekend coming, however, is hard to say. Also, if the rain returns, there are few places to shelter. A soggy day on concrete watching four men in waistcoats with banjos? Even for their fans, it won't be the same as Glastonbury. Crucially, however, future gigs will not happen right here – although some part of the Olympic Park is intended to be a fixture on London's gig circuit. Instead, a new E20 neighbourhood, Chobham Manor, will occupy this spot, and will include two nursery schools, community centres and restaurants. In the future, therefore, the walk to hear live music might be shorter, but sound might once again be a perilous problem. Crime reporter,London(wp/es)::: A suspected knife murderer was arrested on a London bus today after one woman was fatally stabbed, another critically injured and a teenage girl seriously hurt. A man aged 40 was detained in the early hours by Met officers who boarded the bus in Streatham after a manhunt lasting several hours. Neighbours said the primary school age son of the dead woman saw his mother being stabbed to death as he got ready for his evening bath, before fleeing covered in blood. Another witness described seeing another woman shouting “please no” and “help me, it’s murder” before being grabbed by the neck and having a kitchen knife plunged into her back. Blood was still visible this afternoon on the windows and flat of a balcony where that attack took place. The horrific scenes were discovered by police when they were called to two addresses in Brixton yesterday evening. At the first, in Redlands Way, police found a woman aged 46 with stab wounds and other injuries. She was in a critical condition in hospital today. Half an hour later at another home in nearby Tilson Gardens officers found a 28-year-old woman dead from stab wounds. A 17-year-old relative of the woman was found there. She had been knifed. Both the older women are believed to be either current or ex-partners of the man arrested. At the Redlands Way stabbing a local woman who did not want to be named, told how she confronted the attacker after watching him “hack” his victim many times. The sports science graduate, aged 22, said: “I was in the park and looked up to the balcony and this guy was hitting her with a butcher’s cleaver. I shouted, ‘How can you do that?’. He said, ‘Keep out of other people’s business’. The man fled and the witness ran to the second floor to find the woman with multiple injuries. She said: “She had many stab wounds, to her back, lots of chops to her head and neck and all the fingers on her right hand were broken. She was just saying, ‘My neck’s bleeding’. ” The woman said the victim’s daughter was sitting on the sofa in a trance-like state watching CBeebies. As police sought to calm residents, some today told of the distressing scenes that they had witnessed. Sandra Scheck, 46, a mother-of-two who lives near the woman who died in Tilson Gardens, said: “The children were playing outside. Record surge in lending to small firms boosts recovery

evening standard report:::: A record rise in small business loans gave more cheer for the economy today as momentum builds behind efforts to unlock credit markets. Bank of England figures revealed a £238 million increase in lending to small businesses during June — the highest since the Bank began collecting the data two years ago, and bucking a £1.3 billion decline in business lending overall. June’s rise failed to reverse fully a £476 million fall in lending during the previous month, but comes after changes to the Bank’s Funding for Lending Scheme in April, which massively incentivised banks to lend to small businesses until the end of the year. The Bank defines small and medium sized businesses as those with a turnover of less than £25 million. The brighter news on politically sensitive small business lending marks more good news for the Chancellor after the wider economy managed to double the pace of growth to 0.6% between April and June. IHS Global Insight said: “The rise in bank lending may also be a sign that smaller companies are starting to step up their borrowing as recently improving economic activity lifts their confidence and need for capital.” The average cost of new loans for businesses also fell sharply by 0.23% to 2.41%, the cheapest overall rate since December 2010. A Federation of Small Business spokesman added: “This is encouraging news but there is still a way to go. Our most recent survey showed 50% of our members still being refused credit although the benefits of the FLS are slowly beginning to feed through.” Despite the boost for small businesses, mortgage approvals surprisingly dipped over the month to 57,667, nearly 2,000 short of City hopes. The FLS has had far more impact on mortgage lending so far and while the Government’s Help to Buy scheme gave the market a further kick. Shoppers are meanwhile still showing signs of caution after consumer credit rose by a net £489 million in June, well below May’s £781 million and the smallest rise since January. Please help me! Everyone was shocked.” Her attacker, who had been driven to the scene with the other two men, poured acid over her head burning her face, scalp, chest and back. Witnesses on the busy street described seeing the man laugh as he carried out the attack. The desperate woman fled to a neighbour’s house where she was assisted by friends and police officers before being taken to the Royal London Hospital and later transferred to a specialist burns hospital in Essex. She suffered 16 per cent full depth chemical burns for which she still receives treatment and describes living every day in discomfort. Following a six week trial at Blackfriars Crown Court, a jury found all three defendants guilty of conspiracy to cause grevious bodily harm and throwing corrosive fluid on another with intent to cause grevious bodily harm. Ntsea and Miah have been jailed for 14 years and Motin for 16 years. Detective Inspector John Reynolds, of Newham CID, said: “This was a truly shocking attack on a mother who had her two very young children with her at the time. It was only by chance that those children were not seriously injured. ITV journalist Darren Burn, 27, said he was having “a nice quiet drink” with friends at the George Inn when the gunman came running through. “At first I thought it was some kind of stunt, but then they shouted, ‘Get down he’s got a gun,’” he said. “There was no screaming or shouting, it was just deadly silent and we all got down on the floor.” Sam Luck, 29, manager at the nearby Heeltap bar, said: “One of my customers reckoned he got hit in the street by a vehicle and might have been limping a bit. There were quite a few people chasing him.” Police said a weapon was recovered and is being examined to determine whether it was a real firearm or an imitation.
