Barclays Canary Wharf headquarters evacuated after 'chemical incident'

Business reporter(wp/es):
Barclays' Canary Wharf headquarters was evacuated after reports of a "chemical incident", sending 400 workers pouring on to the street.
Fire crews descended on the Churchill Place office block after the incident just after 7.20pm on Thursday.
It is believed the the cause of the problem was cleaning products which reacted with one another to form a chlorine gas.
It is understood the top two floors of the 32-storey tower were affected by the problems.
Four people needed treatment by paramedics for breathing difficulties after the incident, the London Fire Brigade said.
Around 400 people were also sent out of the building as a precautionary measure while fire fighters carried out a sweep of the building.
Photos from the scene showed a string of emergency response vehicles parked next to the tree-lined concourse.
The building was declared safe and the emergency services left at 1.25am the following morning - some six hours after they were called.
A spokesman for Barclays said: "It wasn't a major incident.
"We notified the relevant specialist authorities.
"This morning everything is restored to normal."

Armed police officer could face charges over fatal shooting of Jermaine Baker

Crime reporter(wp/es):

An armed Met police officer who shot dead Jermaine Bakermay have committed a criminal offence and could be prosecuted, an independent police watchdog has announced.
The 28-year-old was killed in Wood Green on December 11 last year during a botched prison van break.
Mr Baker, from Tottenham, had been shot by armed officers who swooped as he waited in a car near Wood Green Crown Court.
An imitation Uzi machine gun was later found in the back passenger seat of the vehicle.
The Independent Police Complaints Commission (IPCC) said its investigation into the incident has now concluded and a file of evidence would be passed to the Crown Prosecution Service.
IPCC Commissioner Cindy Butts said: "Following a criminal investigation the IPCC must decide whether or not to refer the matter to the CPS.
"On the basis of the evidence we gathered during our homicide investigation, there is an indication a criminal offence may have been committed.
“I will be submitting our evidence to the CPS for it to decide whether or not to bring a prosecution.
“The evidence relates to the actions of the firearms officer who shot Mr Baker."
The referral does not mean that criminal charges will automatically follow.
Mr Baker had been part of a five-strong gang who had attempted to stop Izzet Eren, 33, from being transported to Wormwood Scurbs.
The gang, including Eren, were jailed for the foiled escape attempt following a trial in June.
A spokeswoman for the Met said: “It is only right that the IPCC follow due process and refer this matter to the Crown Prosecution Service if they believe it necessary.
“Ultimately, it is for the CPS to independently assess all the evidence and determine if there is sufficient evidence to charge anyone for any offence.
“We hope that the CPS carry out their assessment of the evidence as thoroughly and as quickly as possible for the sake of all concerned.
“Our thoughts are with Mr Baker's family at this difficult time as they also await the outcome of this investigation.
“All of the officers who were involved in the operation that day continue to receive the fullest support of the MPS.
“The other five men who were subject to the police operation to prevent a dangerous criminal from being broken out of lawful custody on the day that Mr Baker was shot are serving over 45 years in prison, collectively.”

murder probe launched after death of boy, 5, following incident in park

Crime reporter(wp/es):
Residents have spoken of their devastation after a murder investigation was launched following the death of a five-year-old boy who was injured in a park.
Detectives launched a probe after reports of “an incident involving a man in the company of a child” at Mountsfield Park, Catford, on Sunday evening.
Officers were called to the south London hospital at 1.45am on Monday when the child, believed to be from Bromley, was admitted with “critical head injuries”.
A man appeared in court charged with grievous bodily harm with intent and was remanded in custody. The boy died from his injuries on Tuesday afternoon and the inquiry was passed to the Met’s homicide and major crime command. A post-mortem examination was conducted yesterday and investigators were awaiting its findings today.
Cathy Knott, 45, was in the playground with her five-year-old daughter shortly before the incident. She said: “When we left it was already getting dark and there were only about four other people in there and nothing strange, just a happy family afternoon. It was dark and cold and everyone was going home. We are all devastated. We can’t believe something like this has happened.”
A statement on behalf of community group Friends of Mountsfield Park said: “We and the park users we represent are devastated by this dreadful news. We will help in any way we can.”
Detective Chief Inspector Tony Lynes, who is leading the Met's investigation, said: “We are appealing to find any witnesses who were in, or near to, Mountsfield Park, Catford, between approximately 5.15pm and 6.45pm on Sunday November 20. We are keen to speak to anyone who may have seen or heard anything regarding an incident involving a man in the company of a child.”
Marvin Iheanacho, 38, from Hounslow was arrested on Monday and appeared at Bromley magistrates’ court. He was remanded in custody to appear at Woolwich crown court on December 20.

Boy, 10, in serious condition after hit-and-run outside Bow Road Tube station

Staff reporter(wp/es):
A 10-year-old boy was left in a serious condition in hospital after being struck in an apparent hit and run outside Bow Road station.
Police were called and the London Air Ambulance scrambled this morning after the child was hit while crossing the road.
The car involved didn't stop at the scene and was found abandoned by officers nearby, police said.
The boy was treated at the scene for a head injury and rushed to an east London hospital.
His injuries are believed to be life-changing.
An 18-year-old man was arrested shortly after at an address in Tower Hamlets.
A police spokesman said: "Police were called at 08:13am on Friday November 25 to Bow Road, Tower Hamlets, to reports of a road traffic collision.
"It was reported that a vehicle had been in collision with a child pedestrian.
"The injuries are believed to be life-threatening.
"Local road closures are in place while emergency services are at the scene."
A LAS spokeswoman added: “We sent an ambulance crew, a single responder in a car and an incident response officer to the scene. We also dispatched London’s Air Ambulance.
“We treated a boy at the scene for a head injury and took him as a priority to a major trauma centre in east London.”

Student attacked in branch of McDonald's in Manchester 'for being southern'

Crime reporter(wp/es):
A student was brutally attacked by a man in a branch of McDonald’s in the north of England for “being from London”.
Megan Westlotorn, 18, was standing at the counter waiting for her chicken nuggets in the Manchester branch when a man, believed to be in his early 30s, accosted her because of her accent, she claims.
He started talking to her and when she told him she was a Londoner, his temperament suddenly changed and he started furiously shouting and swearing – labelling her a “tramp”, said Ms Westlotorn.
The first-year student said she fled to the other side of the restaurant but he chased after her and punched her in the face, knocking her to the floor unconscious.
Ms Westlotorn told the Standard: “I could see this man talking to a few different people and then he looked at me and asked where I was from.
“The second I said 'London' he literally just started shouting and swearing at me, saying horrible things about Londoners being tramps and telling me to f*** off.
“I walked away and told him not to talk to me but he must have run after me because the next thing I know I woke up on the floor, completely dizzy.
“I didn’t know what had happened but there was a pool of blood and I was so confused. Everyone around was just in shock.”
Ms Westlotorn, who grew up in south east London, suffered a chipped tooth, cut lip and bruising. She says she is now suffering recurring headaches from hitting her head on the floor.
Police are investigating after the man fled the scene following the attack in the early hours of Sunday morning.
The student only moved from her home in the capital to Salford in September to begin a sports science degree at Salford University.
“Every time I have been out since the attack I feel wary and so cautious over everything. It’s been very nerve-wracking,” added Ms Westlotorn.
“But I’ve not witnessed anything else like it so I’m trying not to let it ruin my experience up here.”
A spokesman for Greater Manchester Police told the Standard: “Shortly after 3am on Sunday 20 November 2016, police were called to a restaurant on Cross Street, Salford to reports that a woman had been assaulted.
“Officers attended and found an 18-year-old girl had been punched in the face by a man who had fled the scene.
“An investigation is underway and police are now appealing for information.”

Serial killer jailed for life for date-rape drug murders of young men

Pic:Life sentence: Stephen Port was found guilty of murdering four men at his Barking flat by giving them lethal doses of date rape drug
Crime reporter(wp/es):
A serial killer who murdered four young men to satisfy his twisted sexual fantasies has been condemned to die behind bars
Stephen Port, 41, killed his victims with overdoses of date-rape drug GHB at chemsex parties at his Barking flat.
He was obsessed with so-called rape porn, and enjoyed having sex with young men while they were unconscious.
Family and friends of the victims cheered and broke into spontaneous applause as Mr Justice Openshaw today imposed a whole life sentence.
Port turned his head away from the public gallery as one person shouted out: "I hope you die a long slow death you piece of s***".
Port was captured after the first murder, but a string of police blunders meant he was let free to kill three more times and sexually abuse more men.
The family of one of the murder victims is now planning to sue the Met over its handling of the case.
Port, a former bus garage chef, sat emotionless in the dock at the Old Bailey as Mr Justice Openshaw imposed the sentence and condemned his "wicked and monstrous" lies.
Port was convicted on Wednesday at the Old Bailey of four counts of murder, four rapes, ten counts of administering a substance with intent.
"The defendant has been convicted of the murders of four young men, including the murders committed in the course of satisfying his lust for penetrating young men who he had rendered unconscious by surreptitiously administration of drugs", he said.
"I have no doubt the seriousness of this offending is so exceptionally high that a whole life sentence is justified, indeed it is required.
"The result of which is the defendant will die in prison."
He said he had "no doubt" Port drugged the four men who died to have sex with them, and raped them while they were conscious.
Defence barrister David Etherington QC said: "In this period of his life, Stephen Port descended into a vortex in which drug taking filled his private life, where intense gratification of sexual desire was central.
"His interest in sex with drugged young men graduated from a fetish to a fixation, and from a fixation into a compulsion."
Port first murdered Middlesex University fashion student Anthony Walgate, 23, in June 2014 after they had met on Grindr.
He calmly went to work while Mr Walgate lay dead at his flat in Cooke Street, then dumped the body outside the block of flats and pretended to police he had just found.
Police quizzed Port and exposed his lies that he did not know Mr Walgate, but failed to probe the death further and charged him only with perverting course of justice.
Port was set free and killed twice more before serving a short prison sentence for his lies about Mr Walgate.
Temporary lodger Gabriel Kovari, 22, and chef Daniel Whitworth, 21, who he met for sex, were both dumped in the ruins of Barking Abbey just a short walk from Port's home.
The killer had planted bottles of GHB on all three bodies, and he planted a fake suicide note in Mr Whitworth's hand taking the blame for Mr Kovari's death.
Detectives again believed the deaths were unexplained rather than suicide, not realising they had a serial killer on their hands until a year later, in September last year, when fourth victim Jack Taylor, 25, was found dead in the same churchyard.
Mr Taylor's family had to convince police his death was foul play rather than a simple drug overdose, and CCTV then emerged of Port with the young man hours before his death.
At trial, Port insisted he was innocent of all charges, including the four murders and string of sexual attacks on unconscious men.
He stuck by his story that Mr Whitworth had committed suicide because guilty over Mr Kovari's death.
"These were wicked and monstrous lies which must have caused immense distress to Daniel's family", said the judge. "Under cross-examination, this story unravelled and the truth emerged that he had killed them both."
In victim impact statements, the mother of Anthony Walgate said his family were "devastated" but took comfort that Port would never kill again, while Daniel Whitworth's father Adam said he is "consumed with grief".
"Those closest to Daniel are facing a life sentence, a life sentence of grief", he said.
The family of Jack Taylor said in a statement they had been forced to come to terms with his death and arrange a funeral while investigating themselves whether he had been murdered.
"We have truly fallen apart as a family", they said.
They are planning to sue the Met over its handling of the case, and have led criticism of the force for failing to catch Port sooner.
The Met has referred itself to the IPCC and said 17 officers are being investigated for misconduct. Fifty-eight GHB related deaths are also being re-examined.
The judge noted the striking similarities between the deaths, but said it was "for others to decide" whether the Met had failed in its initial investigations.
Port used youthful-looking profile pictures and fake names on a myriad of social media accounts to contact his victims, and wore a blonde wig to cover his bald head.
Port was found guilty by the jury of four counts of murder, four rapes, ten counts of administering a substance with intent, and four sexual assaults.
He was cleared of a further three counts of rape.
