Transport for London boss Sir Peter Hendy recived knighthood honor  at Buckingham Palace

Transport for London boss Sir Peter Hendy has challenged young Londoners to emulate his success after he collected a knighthood at Buckingham Palace.

Sir Peter, 59, received the honour after a career that began 37 years ago as a London Transport graduate trainee being taught how to drive a Routemaster bus and work as a conductor.

He became TfL commissioner in February 2006 and is now the capital’s longest-serving transport boss since the Second World War.

He told the Standard: “When I see our graduates, which I do every autumn, I tell them I was where they are 37 years ago. I have made it. I don’t see why they can’t.” Sir Peter was invested with the honour at the palace yesterday by Princess Anne, who was standing in for the Queen as she continued her recovery from illness.

The Princess Royal asked how long he planned to continue as TfL commissioner and, scotching suggestions he may retire after serving under both Ken Livingstone and Boris Johnson, he said that he told her: “Quite a long time, really.”

Sir Peter, who was accompanied by wife Sue and children Dave and Anna, invited his senior colleagues at TfL to join his family for a celebratory lunch at the Goring Hotel — where Kate Middleton stayed the night before her wedding to Prince William. He continued the celebrations with afternoon tea with his family at The Savoy.

He said the knighthood recognised the team effort at TfL that had kept London running during the Olympics. “It’s not about me,” he said. “It’s about all the officers and the people who worked for us during the Olympics. They are fantastic people.”

Sir Peter has raised vast amounts for charity and told Princess Anne about a charity bike ride he did with 36 TfL colleagues to Paris last October to raise money for Transaid, a charity that aims to improve driving safety standards in sub-Saharan Africa. Road crashes in this region are the third-highest cause of premature death after HIV/Aids and malaria.

Princess Anne is patron of Transaid and Sir Peter said: “I told her we are going to cycle London to Amsterdam this year for the same charity. She said ‘thank you for all you have done’.”

Schools will be able to pay for extra coaching sessions to improve the quality of sports and PE provision.

Prime Minister  said: "We can create a culture in our schools that encourages all children to be active and enjoy sport."

He added: "The Olympic and Paralympic Games marked an incredible year for this country and I will always be proud that we showed the world what Britain can do.

"I want to ensure the Games count for the future too and that means capitalising on the inspiration young people took from what they saw during those summer months."

The Government says the new scheme will involve:

*Lump sums for schools - a typical primary school with 250 primary-aged pupils would receive £9,250 per year, the equivalent of around two days a week of a primary teacher or a coach's time

• A greater role for sporting and voluntary organisations, including sport's National Governing Bodies (NGBs), who will increase the specialist coaching and skills development on offer for primary schools
• Tougher assessment of sport provision by inspectorate Ofsted to ensure the funding is bringing the maximum benefit for all pupils, with schools held to account for how they spend the money
• Sport England investing £1.5m a year of lottery funding through the County Sport partnerships to help schools link up with local sports coaches, clubs and sports governing bodies
• More primary teachers with a particular specialism in PE via a new teacher training scheme.

The long-awaited policy is the result of months of talks in Whitehall, and comes after widespread calls for more investment in school sport to help build on the legacy potential of the 2012 Games. Despite record investment in elite and community sport in the last six months, the government has been criticised for making cuts in schools sports.

In 2010, £162m of ring-fenced funding for the national School Sport Partnerships (SSPs) was abolished, provoking an outcry. The network enabled well-equipped 'hub' secondary schools to lend PE teachers to those that needed them, especially primary schools.

Shadow Sports Minister Clive Efford said: "This money is extremely welcome but we would be in a much better situation had the government not taken £162m away from SSPs in 2010 and left the structures that were in place to crumble.

"David Cameron wanting praise for putting money back into school sport is like a burglar returning stolen goods and expecting to be hailed as a public hero."

Last month a four-year long Ofsted report concluded there was not enough strenuous, physical activity in many of England's school PE lessons, with teachers tending to lack specialist training, and a minority of schools playing competitive sport at a high level.

Andy Reed, chair of the Sport and Recreation Alliance, the umbrella organisation for the sport's governing and representative bodies in the UK, said: "It's a policy that will tick a lot of the boxes. There's investment, there's ring-fencing, there's NGB involvement and there's measurement, all of which were at the top of the list for sports bodies. There was a glaring gap in the Government's Olympic legacy plans and this policy addresses that.

"This is an acknowledgement that PE and sport should play a central role in every pupil's experience and that the skills they give children are as important as being able to read, write and add. It also recognises that it makes sense for schools to draw on the expertise of governing bodies as early and as deeply as practical.

"Ministers should encourage heads to embrace the wide variety of physical activity on offer to them so that every child can find something that they like."

Lord Coe, the prime minister's Olympic and Paralympic Legacy Ambassador, said: "When I stood up in Singapore in 2005 I spoke of London's vision to connect young people with the inspirational power of the Games so they are inspired to choose sport.

"If this funding is to reach every young person it is important to recognise that schools will need support in how to maximise its impact. Funding will need to be used in a way that makes high quality PE and sport sustainable, and embeds both within school life. Primary schools in particular will need support to achieve this.

"Investment in teacher training at primary school level is desperately needed. For too long a child's first experience of physical education has been delivered by teachers who lack the confidence and in some cases the competence to deliver PE well. We hope this investment will address that."

The new support for primary school is funded by the Department for Education, Department of Health and Department for Culture, Media and Sport.

Michael Gove, Secretary of State for Education, said: "We must harness the sporting spirit of 2012 for all our young people. We have listened to teachers, and to Ofsted, who have said that sport provision in our primary schools is far too often just not up to scratch.

"That is why we are putting money directly into the hands of primary head teachers to spend it on improving PE in their schools.

"By providing this money and reintroducing competitive sport back into the heart of the curriculum we can achieve an Olympic legacy in our schools we can be proud of."

20,000 hospital deaths may protect by quick act::  health adviser say

At least 20,000 hospital deaths could have been prevented if warnings about high mortality rates had been acted on quickly, a government adviser has said.

Sir Brian is working on the government review of 14 hospital trusts with higher-than-average death rates in the wake of the Stafford Hospital inquiry.

The government said the inquiry report showed "failings across the system".

Speaking of the 14 hospital trusts, Sir Brian said there "must be at least tens of thousands of avoidable deaths in those hospitals alone, when we should have been going in and we should have been looking at them".

He told BBC Radio 4's Today programme: "Those hospitals which had persistently high death rates over all those years and have now been listed for investigation should have been investigated earlier, because it's quite possible we would have had fewer deaths in those hospitals - and we are comparing them, don't forget, with the national average.

"So we are saying that it's got that number above what you would expect if they had the national average death rate."

The Department of Health said the report on Mid Staffs by Robert Francis QC showed failings across the system, including by the department.

It pointed out that it had already apologised and was now leading the inquiry into other trusts with apparently abnormally high death rates.

 New Zealand's tail to finish with six wickets and secure a first-innings lead of 211 for England. Alastair Cook faced a tricky decision at tea about whether to enforce the follow-on. Understandably, he opted to put New Zealand in again; an unsettled weather forecast, particularly on the final day, must have been a decisive factor.

In seeking to avoid unsettled weather, Cook instead had to oversee an unsettled England pace attack, which was underpowered second time around, with James Anderson, ankle strapped, grumbling wearily about the footholds and labouring with a sore back. England's only wicket in 33 overs fell to Monty Panesar, a scintillating catch around the corner by Ian Bell to dismiss Hamish Rutherford, and cheering as well for the new vice-captain, Matt Prior, who held up the game to press for the position. Panesar, for all his economy, will hope to find more turn as the match progresses.

Broad finished with 6 for 51, his third-best figures in his Test career. His pace was around 135kph, but his control was immaculate and there was a zing in everything he did. This was Broad Total, exploring the cavities in New Zealand's line-up and freshening the air with optimism. He was a walking advertisement for the benefits of England's rotation policy and they will be desperate that his mood persists through back-to-back Ashes series.

Brendon McCullum was the key wicket for England, dismissed for 69 from 94 balls as he forced Steven Finn off the back foot and offered a comfortable catch to Jonathan Trott at second slip. In a Test distinguished by fine counter-attacking cricket by two excellent wicketkeeper-batsmen, McCullum played just as pugnaciously as Prior had for England on the second day.

Basin Reserve was full for a Test, the first time that had happened in New Zealand for several years. It helps when the capacity is only around 11,000 and there are several thousand England supporters in town to help persuade the locals that there is a game on worth watching.

Packed to the brim, the ground had a more intimate atmosphere than ever. The strong second-day breeze had also lessened, adding to the convivial feel as spectators strolled around. But New Zealand supporters only had to glance at the scoreboard for this sense of well-being to depart. England are well placed to go 1-0 up in the series unless Cyclone Sandra - or perhaps Hurricane Brendon - has a say in things.

New Zealand, 66 for 3 overnight, needed another 200 to avoid the follow-on. They had produced much to admire on the second day, only to find themselves well behind the game by the close. They were even further behind the game at 89 for 5 when Kane Williamson and Dean Brownlie fell in the first half hour.

Broad was given an immediate opportunity after his wickets of Rutherford and Ross Taylor had allowed England to finish the second day on a high. Williamson looked well drilled, at 22 a decent batsman in the making, but fell to a sharp reaction catch in his follow-through by Broad, who clung on around chest high and looked delighted at the realisation that the ball was nestling in his hand.

Three balls later, Brownlie followed. He is a fine back-foot player, but there is a length to bowl to Brownlie, as South Africa can also testify after New Zealand's recent tour, a length when he routinely plays back when he would be better forward. Anderson found it, and found some reverse inswing to defeat his defensive shot. Asad Rauf's lbw decision was marginal because the ball had struck Brownlie just above the roll, and the batsman opted for a review, only for DRS to conclude that the ball would have clipped the top of middle.

It would have been 95 for 6 if Cook had not been such a conservative captain. Evidence of this match suggests that McCullum, his opposite number, would have posted a third slip to Anderson but Cook did not. Watling edged at inviting height, and the ball scooted away to the third man boundary.

McCullum's solution soon became evident. Beaten on the outside edge by Broad, he crashed his next ball for four and then hooked him for six. The pressure built by Panesar at one end was released by Finn at the other. McCullum took advantage and reverse-swept Joe Root to reach his fifty shortly before lunch.

Anderson 's strenuous efforts after lunch went unrewarded. England lost a review for an lbw appeal in the first over after lunch when McCullum was on 58. They chose not to review when Anderson came close again the following over and then had Watling, on 21, dropped low at second slip by Trott. When McCullum fell, New Zealand still needed 77 to avoid the follow-on with four wickets remaining. Tim Southee soon followed, unwisely hooking Finn with two fielders back for the shot.

Watling had been very much the junior partner in a stand of 100 in 31 overs with McCullum. While McCullum bristled against the quicks, Watling's passive resistance against Panesar provided a monotonous undercard. Only when McCullum was dismissed did he grow in ambition, reaching 60 before he edged Broad to the wicketkeeper.

Neil Wagner became Broad's fifth victim, caught at the wicket for nought. New Zealand's last pair were 12 short of the follow-on mark when Broad's bouncer befuddled Trent Boult, whose fend confused Panesar at mid-on even more. Broad, unusually when things go wrong, saw fit to smile and defeated Boult's haymaker with his next delivery to end the innings.

A family doctor from Wiltshire who used a secret camera inside his wristwatch to record himself abusing female patients is facing jail after admitting a string of sex charges.

Dr Davinderjit Bains, 45, used his position as a GP at a medical practice in Royal Wootton Bassett, near Swindon, to assault more than two dozen women.

Bains filmed the attacks on his Tieex 4GB Waterproof HD Spy Watch DVR, which has been likened to something out of a 007 film.

It has a built-in camera on the face - with simple on and off buttons to record - and can be bought on the internet for less than £60.

Detectives branded Bains a "sexual predator" and said he had covertly filmed more than 100 women.

At Swindon Crown Court Bains admitted a total of 39 charges - 13 charges of assault by penetration, 13 charges of voyeurism, 11 charges of sexual assault and two charges of sexual activity with a child.

He also asked for a further 65 offences - 10 of sexual assault by penetration, eight of sexual assault and 47 of voyeurism - to be taken into account when the judge passes sentence.

His not-guilty pleas to three charges of sexual assault and a single count of administering a noxious drug with intent to commit a sexual offence were accepted by the Crown and will lie on file.

Bains, of Nyland Road, Swindon, was remanded into custody to await sentencing once reports have been prepared.

The offences were committed against 30 women - aged from 14 to 51 - between July 2010 and May 2012.

The police investigation began in June last year when a 19-year-old woman told officers she thought Bains had filmed her as she showered and said she had been sexually assaulted by him in Swindon.

When detectives arrested Bains at the Tinkers Lane Surgery in Royal Wootton Bassett, they discovered his high-tech wristwatch with spy camera.

They later recovered 361 high-quality video clips from Bains' watch and home computer.

Detective inspector Mark Garrett, who led the investigation, said Bains had used his position as a GP to abuse women.

"They put their trust in their doctor and Dr Bains breached that trust massively - compromising his professional position - and breached that trust to the highest order," he said.

"Today he stands exposed as someone who has utterly betrayed that trust for his own sexual gratification.

"He is a sexual predator, simple as that. And he was allowed to abuse his position of trust and offend for two years.

"

In almost 30 years of police service I have never come across a case like that of Dr Davinderjit Bains."

Bains qualified as a doctor from Mangalore University in 1993 and became a GP in 2007. He is currently suspended from practising by the GMC.

In a statement the surgery said it was "appalled" at the crimes Dr Bains had committed.

"This has been a shocking and distressing case for all concerned," the statement said.

"The partners, GPs and staff of Tinkers Lane Surgery are deeply saddened by the actions of this former colleague and our sympathies remain entirely with the victims and our patients and their families.

"We are appalled that the sort of crimes to which Dr Bains has today pleaded guilty could happen in general practice.

"We will now seek to rebuild the trust and the confidence of our community and our patients."

When Bains was first arrested a helpline was set up by NHS Wiltshire, the local primary care trust, for patients at the surgery.

It said in a statement: "We are appalled at the crimes to which Dr Bains has today pleaded guilty.

"It is clear that he violated the trust and dignity of those who looked to him for professional care and support.

"Such cynical abuse of his position, and way he concealed these serious offences, is reprehensible."

Liverpool is to stage its first annual St George's Day Festival in April, the city council has announced.

The free day-long event will take place on 21 April - the closest Sunday to St George's Day, which is on 23 April.

The festivities, around the St George's Quarter, will feature medieval-themed entertainment, music, a fun fair, kids' fancy dress contest and a hog roast.

Officials said they hoped the event would become a "highlight of Liverpool's cultural calendar".

Gillian Miller, of the St George's Quarter group, said: ''We hope that the event will grow each year and help to promote Liverpool's rich heritage.''
