There was a surge in terrorism arrests last year in the runup to the Olympics, Home Office figures have confirmed.

The latest official statistics show that 245 people were arrested under counter-terrorism legislation in the 12 months to September 2012 – a 60% increase compared to 153 over the same period 12 months before.

And in the three months immediately before the Olympics, the number of terrorism arrests nearly doubled, from 37 in April-June 2011 to 64 in April-June 2012.

The Home Office said that of the 245 people arrested, only 45 were charged with a terrorism-related offence and 25 were still awaiting trial.

The detailed breakdown of the figures shows that a further 49 people of the 245 who were arrested were charged with non-terrorist offences, with 101 released without charge. A further 50 were dealt with by "alternative action", which usually means immigration removal.

The latest figures also show that there are 134 prisoners classified as terrorists or as domestic extremists in jails across Britain.

They include 107 people who have been imprisoned in relation to al-Qaida-related terrorist activity and a further 26 classified as domestic extremists or separatists. One prisoner is classified as a "historic case" as his conviction pre-dates the counter-terrorism legislation that came into force in 2001.

Thirty-three terrorist prisoners were released in the past year, including two who had been sentenced to life terms and 14 who were serving sentences of four years or more.

The figures also confirm that the police have largely abandoned the use of stop-and-search powers under the counter-terror laws. The Metropolitan police stopped and searched 720 people under section 43 of the Terrorism Act 2000, 40% down on the previous year.

But this compares with the 256,000 who were stopped under counter-terror search powers five years ago before their use was severely restricted by the European court of human rights on the grounds that they were arbitrary and disproportionate.

The ethnic breakdown for the 720 stop and searches that were carried out last year show that 287 were white, 243 were Asian or Asian British and 80 were black or black British.

The Home Office said a total of 2,291 arrests had been made for terrorism-related offences since the September 11 attacks in 2001.

Oxford University is to review its postgraduate admissions policy after settling a case with a student who sued one of its colleges for discriminating against the poor.

The university will re-examine a policy under which its colleges select students not just on academic merit, but on their ability to prove they have the up-front resources to pay tens of thousands of pounds for both tuition fees and living expenses.

The review will come too late for thousands who have been unable to study at the university due to the "financial guarantee", but it may help those seeking to join Oxford this September.

Across the sector, the latest figures show that domestic students are increasingly finding postgraduate study too expensive. Almost 16,000 fewer British students started postgraduate courses at UK universities in 2011-12 compared with the previous academic year – an 8% drop, according to data released by the Higher Education Statistics Agency.

Earlier this year the Observer revealed how Damien Shannon, 26, was suing St Hugh's college for "selecting by wealth".

He claimed that the college, founded in 1886, was discriminating against the poor by asking students to prove that they had liquid assets sufficient to cover £12,900 a year in living costs, in addition to potentially tens of thousands of pounds in tuition fees.

Under the university-wide policy the college refused to take into account projected earnings from students who planned to do paid work during their course.

In a statement agreed between Shannon and the college, they jointly announced they had "resolved the dispute between them, and that the court proceedings in Manchester county court are at an end with immediate effect".

They added: "St Hugh's College has advocated successfully for the University of Oxford, supported by the Conference of Colleges of the University, to carry out a review of the present financial guarantee policy.

"On completion of the review, recommendations will be put to the university's council and the Conference of Colleges for consideration. It is anticipated that the process will be completed by September 2013."

Both parties agreed to pay their own costs. Shannon has been offered a place on the MSc in Economic and Social History course, for which he originally applied last March.

St Hugh's, whose alumni include the home secretary, Theresa May, had initially hired Peter Oldham QC to fight its case at court at a potential cost of at least £60,000, according to documents seen by the Observer. At the time, friends of Shannon said that, should he lose the case and have to pay full costs, it would probably force him to declare himself bankrupt.

St Hugh's claimed in court papers that the test of a student's financial health was in place to ensure students were able to complete their courses without suffering financial difficulty and anxiety. It said in its defence that the inability to meet the financial guarantee, which was formalised across the university in 2010, did not fall "disproportionately within" the lower socio-economic groups.

However the director of graduate admissions at Oxford University had to apologise to the judge hearing the case after erroneously claiming that other universities had the same admissions practices.

It is understood negotiations between Shannon and the university's lawyers and admissions office started last month and were finalised on Friday.

Hazel Blears, the former Labour cabinet minister and Shannon's constituency MP for Salford and Eccles, said she was delighted by the development.

"Damien has worked incredibly hard in pushing for this because, like me, he believes that insisting students must prove they have £13,000 towards living costs is deeply unfair, especially for those from poorer backgrounds," she said.

"It means that hugely intelligent men and women who have been offered places on academic merit are being denied the chance to make the most of their potential. Our country as a whole also misses out if their talent is not nurtured and the university must cease making proof of living costs a condition of entry."

Blears said she hoped the university would now install a fair policy and establish means-tested scholarships for students from less affluent backgrounds.

As revealed by the Observer earlier this year, around 1,000 students a year turn down postgraduate places won at Oxford because of the financial demands of study there. This amounts to 15% of the 7,500 students offered a place, according to the admissions office.

In January, leaders at 11 universities told of their concerns about the socially divisive impact of rising tuition fees in response to teaching grant cuts and a lack of finance for prospective postgraduate students.

Blears said she would continue to push for a national system of support and loans for postgraduate students, as recommended by the former Labour cabinet minister Alan Milburn, who is leading an independent review of social mobility, and by the Higher Education Commission.

The delays are being blamed on the inability of the new NHS111 service to cope with a high volume of calls. The 24-hour freephone number was set up for non-emergency inquiries and to relieve pressure on 999 operators as well as A&E departments.

But it was revealed today that some patients in London needing medical advice are waiting hours for a call back. Others are facing long delays before their call is answered then a 12-minute wait for handlers to process their details.

Doctors’ leaders described the freephone system as a “disaster” and said it was increasing the workload for GPs. The British Medical Association warned the service put lives at risk. They blamed inadequate staffing for glitches and the fact call-handlers are finding the software time-consuming to use.

Dr Laurence Buckman, who chairs the BMA’s GP committee, revealed he referred a patient to NHS111 when she called out of hours only for her to discover she could not get through. In the end, Dr Buckman, who is a GP in north London, advised her to go to casualty.

He said: “This has been a disaster in the making. The concept of a single non-emergency number is a good idea: 111 could be perfectly okay. But the implementation has been poor and rushed through. I’m sadly waiting for the arrival of the first body. It’s going to be dangerous for patients.”

The phoneline has been piloted across six parts of the capital and countrywide. It is staffed by trained operators, who refer patients to the most appropriate service such as a GP or A&E. Out-of-hours calls that were once made to GPs are to be routed instead to NHS111, which was set for national launch next month.

However, health bosses have delayed this launch in parts of the capital. In south London, doctors have been drafted back in to cover while the helpline problems are sorted out. Dr Stewart Kay, the BMA’s GP representative for south London, said: “No one knows when 111 will be able to take over because they’ve not got enough call handlers. It’s taking 12 minutes for them to go through people’s details, meanwhile they’ve got more calls waiting. They’ve replaced a system which wasn’t perfect but it was safe — now they’ve got a system which isn’t safe.”

A spokesman for NHS London said it wasn’t aware of any problems with NHS111 and everything was proceeding as planned.

Hospitals fined £4.8m over bugs

A south London NHS trust is facing a £4.8 million fine for failing to hit infection reduction targets at two of its hospitals.

Since last April, 61 patients at Epsom and St Helier Hospitals, 29 and 32 respectively, have developed Clostridium Difficile, which is transmitted by contaminated surfaces.

This breached the target of 52 set for this financial year by the Department of Health. In January, the fine was £1.4 million to reflect the 55 cases recorded, but six more since then have pushed it up.

Chris Grayling, MP for Epsom and Ewell, urged the trust to treat the problem as a “priority”. Health campaigner Bob Mackison, from Epsom, said: “It is very sad that they are facing any fine at all when both hospitals are under threat. It’s much more important that they sort the problem.”

A spokesman for the trust described the target of 52 as “incredibly challenging”, but added: “Despite that, we recognise that one infection is one too many and we will continue to work hard to keep infections to an absolute minimum.” He said the trust had reduced the number of cases from 268 in 2008 to 67 last year.

A DoH spokesman said primary care trusts were responsible for enforcing fines, which are “non-negotiable”, although the way the money is spent is.

West Nottinghamshire College's new building has opened at the campus in Derby Road, Mansfield, and will train hairdressers, beauticians and chefs.

It has hair and beauty salons, a spa and a "fine-dining" restaurant.

Head teacher Amanda Jogela said the facilities would help students develop "realistic skills with paying customers."

The building will be open from Tuesdays to Saturdays to students and members of the public.

Ms Jogela added: "We have more training areas available to us now and already our enrolment numbers are looking buoyant and increased on previous years."

The expansion forms part of the college's wider £24m revamp which was announced in 2011.

Plans include a creative arts centre, sports hall and a new exterior design.

Heathrow third runway ready as new national infrastructural development plan

In a dramatic move, they sought to make the case for expansion at the west London airport by arguing that it would not inevitably lead to a fourth runway.

They are also working on a range of plans for a third runway, rather than just the proposed one north of the airport — which caused such controversy and was opposed by the Conservatives and Liberal Democrats. Options that will be considered include tunnelling the M25, keeping the existing terminals and filling in reservoirs to build three or four runways to the west of the airport, or extending the current two runways to in effect create four.

The airport bosses have also launched a fresh campaign over the need for a bigger Heathrow to maintain Britain’s position as a global trading nation.

Opponents of Heathrow expansion emphasise that if a third runway is built it will lead to more being allowed. But Heathrow today argued that the Department for Transport may have over-estimated demand in future decades as capacity constraints meant passengers had been and were shifting to other European hub airports.

Ross Baker, Heathrow’s director of strategy, said: “Forecasts show a clear and urgent demand for a three-runway hub, although longer-term forecasts are inherently uncertain and the need for a fourth runway may not materialise.”

It also emerged that Heathrow may submit several proposals to expand the airport to the Davies Commission into Britain’s aviation needs.

An aviation source said: “There’s a lot of new thinking going on about how additional runways could be delivered at Heathrow. The options we submit to the Commission could look very different from the old third runway proposal.”

But MPs and anti-expansion campaigners were immediately sceptical that Heathrow would not push to grow even bigger.

John Stewart, chairman of anti-expansion group Hacan, added: “There is no guarantee that if they get a third runway that they would stop at that.”

Queen's cousin is being treated in a hospital in London after suffering a mild stroke but is said to be "feeling well".

Buckingham Palace said the 77-year-old royal was taken to an undisclosed London hospital on Monday, where he was assessed by doctors.

A palace spokesman said: "He was taken ill in the early hours of Monday and admitted to hospital for assessment."

He added that medical staff "diagnosed him as having had a mild stroke".

"He's still being assessed and it's not thought to be serious. My understanding is he's feeling well and looking forward to resuming official engagements as soon as possible."

It is thought the Duke, whose first name is Edward, is still being treated in hospital.

It is understood that the Queen, who herself has been ill recently with the symptoms of gastroenteritis, has been informed.

The Duke is President of the Stroke Association and its Chief Executive Jon Barrick wished him well, saying: "Our thoughts are with him and his family and we wish him a very speedy recovery.

"The Duke of Kent has been President of the Stroke Association since our inception over 20 years ago and he has shown tremendous support and dedication to our cause."

The Duke inherited his royal title at the age of six after his father's life was tragically cut short in a plane crash in 1942.

After a lengthy military career, he has spent many years performing royal duties on behalf of his cousin the Queen.

He is perhaps best known for being President of the All England Lawn Tennis and Croquet Club and presenting the Wimbledon trophies each summer.

The royal is also the country's top Freemason - the secret society's Grand Master of the United Grand Lodge of England.

"Eddie" Kent was a respected Army officer who also acted as Britain's international trade ambassador for 25 years.

His wife the Duchess of Kent has withdrawn from public life, dropping her HRH title, after suffering from depression and other illnesses.

She now works as a music teacher, preferring to be known as plain Katharine Kent.

The couple have three children George, the Earl of St Andrews, Lady Helen Taylor, and Lord Nicholas Windsor.
