Natalie Bramhall, cabinet regeneration member, said Redhill was rich in development opportunities .....
Public consultation on the scheme runs until 4 January.
Ms Bramhall said the scheme would make walking, cycling, and the use of public transport quicker and easier, and the two-way traffic system would automatically cut congestion.
"There are a lot of companies that want to come into Redhill," she said.
She added: "What we need to do is make it easier for everybody to get through and get around."
